In response to a number of U.S. policies from Congressional mandates that include the National Defense Authorization Act 2019 and 2021, National Security Presidential Memorandum 33, and subsequent DoD policy from the Under Secretary of Defense for Research and Engineering, System High has developed a structured analytical approach to countering foreign influence with special attention given to foreign talent programs and academic exploitation. Our model focuses on proven methodologies that not only develop organizational policy but perform robust qualitative analyses and provide tailored risk assessments to prevent, disrupt, or otherwise mitigate undue foreign Influence within the research, development, test, and evaluation environment.
